By-Laws of the Skyline Chapter of the National Honor Society

 

Article I
Name and Purpose

 

Section 1: The name of this chapter shall be the Skyline Chapter of the National Honor Society of Secondary Schools.

 

Section 2:  The object of this chapter shall to be to create an enthusiasm for scholarship, stimulate a desire to render service, promote worthy leadership, and encourage development of character in students of Skyline High School

 

Article II
Membership

 

Section 1: The four types of membership in the Skyline Chapter of National Honor Society shall be: active, transfer, graduate, and honorary.  Active members are those who currently meet the requirements for membership and are in good standing.  A student who fails to maintain the necessary GPA or who fails to earn the requirement amount of points will be dismissed from the Skyline Chapter of National Honor society and will not be open to further consideration for the chapter.  A student who has been active in another chapter of National Honor Society can become a transfer member of the Skyline Chapter.  Students who are in good standing at the time of graduation become graduate members.  Honorary membership can be granted to people such as administrators, teachers, community members, and students with disabilities that may interfere with meeting a portion of the honor society criteria.  An honorary member must display outstanding commitment or service and meet the qualifying conditions necessary for membership.  Honorary members must be nominated by an active member, reviewed by the executive council, and elected by a majority of the active members. 

 

Section 2: Membership in this chapter shall be based on scholarship, service, leadership, and character.

 

Section 3: To be eligible for selection to membership in this chapter, the candidate must have been in attendance for a period of one semester at Skyline High School, unless entering as a transfer member.

 

Section 4: Candidates eligible for election to this chapter must be members of the junior or senior class.  Candidates eligible for election to the chapter shall have a minimum cumulative grade point average of 3.65 (out of a 4.0; unweighted grade point average).  The scholastic level for achievement shall remain fixed, and shall be the required minimum scholastic level of achievement for admission to candidacy.  All students who can rise in scholarship to or above such standard may be admitted to candidacy for selection to membership.  Their eligibility shall then be considered on their service, leadership, and character.

 


Article III
 Selection of Members

 

Section 1:  The final selection of members to this chapter shall be by a majority vote of the Faculty Council consisting of five faculty members appointed by the principal.  The chapter adviser shall be the sixth, non-voting, ex-officio member of the Faculty Council

 

Section 2:  The method for selection is as follows...

 

q       Students' academic records shall be reviewed to determine scholastic eligibility

q       Students who are eligible scholastically shall be notified and asked to complete the Student Activity Information Form for further consideration for selection

 

q       Students who are eligible scholastically shall be notified and asked to gather three personal references (only two of the three may be from the school faculty)

 

q       The Student Activity Information Form and reference comments shall be reviewed by the Faculty Council.

 

Section 3: The selection of active members shall be held once a year during the second semester of the school year (alternative or additional selection periods may be added).

 

Section 4:  An active member of the National Honor Society who transfers from Skyline High School will be given a letter indicating the status of his/ her membership and signed by the principal or adviser.

 

Section 5:  An active member of the National Honor Society who transfers to this school will be automatically accepted for membership in this chapter.  This transfer member will attain within one semester and then maintain the membership requirements for this chapter in order to retain his/ her membership.

Article IV
Volunteer Requirements

 

Section 1:

 

a. Individual members must maintain a 3.65 cumulative GPA
b. Individual members must earn points in leadership and service (listed below).
c. Individual members are expected to attend all meetings.  Members exceeding 1 absence may result in removal from Honor Society.
d. Individual members must participate in at least one service project per year.  

 

Section 2: A point system will be instituted in the following manner...

 

Leadership:

q       Officer in club/class/ASB                                                                      3 Points Each

President, Secretary, Historian, Senator                       

q       Chair of school/class/club committee                                                     2 Points Each

q       Active school/class/club committee member                                           1 Point Each

q       Attendance of a leadership workshop                                                    2 Points Each

Examples: Leadership camp, SHS future search

q       Team Captain                                                                                       2 Points Each

Examples: Football captain, Tennis captain, Softball captain

Character:

q       Participation in after school sports                                                          1 Point Each

q       Participant in a recital or play (drama)                                                    1 Point Each

q       Active participant in a Skyline club                                                         1 Point Each

Examples: NHS, Key Club, DECA, Diversity

q       Musical Instrument                                                                                 1 Point Each

            Currently taking lessons and practicing (SHS music groups included)      

Service:

q       Chairing Service Project                                                                   1 Point Per Hour

Coming up with your own idea and finding NHS members to carry it out

q       Volunteering on Project (5 Point Requirement)                                  1 Point Per Hour

Examples: Penny drives, Poster-making

q       Tutoring (4 Point Requirement)                                                         1 Point Per Hour

Examples: One on one tutoring, NHS tutoring sessions

q       Community Service outside of chapter projects (5 Point Requirement) 1 Point Per Hr. 

Examples: volunteering for a non-profit organization

 

Students are to earn 25 point minimum each semester to maintain active membership. It is
required for at least five (5) of these points to come from tutoring and five (5) points from National Honor Society group hours.
       

 

Section 3: Any student who fails to earn the minimum number of points and turns their packet in on time will be removed from the Skyline Chapter of the National Honor Society for the remainder of the academic year, and will not be eligible for re-application.

 

Section 4: Only students in good standing at the time of graduation will be allowed to wear the insignia of the National Honor Society.

 

Article V
Activities

 

Section 1:  The chapter shall determine two or more service projects for each semester.

 

Section 2: All members shall regularly participate in these projects. (At least 5 points from group projects per semester).

 

Section 3: These projects shall have the following characteristics: fulfill a need within the school or community, have the support of the administration and the faculty, be appropriate and educationally defensible, and be well planned, organized and executed.

 

Section 4: The chapter shall publicize its projects in a positive manner.

 

Article VI
Meetings

 

Section 1: The Skyline Chapter of the National Honor Society will have regular, monthly
meetings at a set time by the executive council.

 

Section 2: The Executive Council will also meet monthly to supervise the workings of
the Society and to plan the monthly meetings.

 

Section 3. Special sessions can be called when deemed necessary by the adviser or the
Executive Council. Notice of any special sessions will be announced in the daily bulletin
of the high school and through E-mail.

 

Section 4. "Robert's Rules of Order" will be followed in conducting meetings.

 

Article VII
Dues

 

Section 1. Annual dues for this chapter shall be $15.00.

 

Section 2. Dues will be payable to the ASB Bookkeeper within 30 days of the primary meeting. If a student is unable to meet this requirement he/she should consult the adviser to be
considered for a scholarship.

 

Article VIII
Officers

 

Section 1. Officers will be elected at the end of the second semester before the induction ceremony and will serve for one year. Officers will be nominated by the membership and elected by a majority vote of those present. If the first vote does not yield a majority, a second vote shall be taken of the two candidates receiving the highest number of votes.

 

Section 2. The officers for this chapter shall be president, vice president, secretary,
treasurer, historian, and directors of communications.

 

Section 3. The responsibilities of each office are as follows

 

q       President - The president shall conduct all meetings. Chair the Executive Council, and inspire and manage the workings of the society.

 

q       Vice President - The vice president shall assume the responsibilities of the president as needed and coordinate the workings of committees

 

q       Secretary- The secretaries shall write all correspondence of the chapter, keep the minutes of all meetings, and they shall also keep a record of members' contributions to leadership and service and attendance at meetings.  They are also responsible for e-mailing minutes to the executive council.

 

q       Treasurer - The treasurer shall work with the ASB Bookkeeper to maintain budget and treasury records and collect dues

 

q       Historian - The historian shall submit articles to local newspapers, submit articles and announcements to school publications, keep a scrapbook of activities, and act as a parliamentarian. The historian is also in charge of maintaining the web page.

 

q       Directors of Communications - The public relations officer shall represent the Skyline Chapter of NHS at any ASB or school required meeting, coordinate with other clubs on campus, and coordinate activities with community.  They are also responsible for sending e-mails and informing members of special meetings and group hour opportunities.

 

Article IX
Executive Council

Section 1. The Executive Council shall consist of the faculty adviser and the chapter
officers.

 

Section 2. The Executive Council shall have general charge of the meetings and the Business of the chapter, but any action by the Executive Council is subject to the review of the chapter members.                          

 

Article X
Dismissal

 

Section 1. Any member who falls below the standards of scholarship, leadership, character, or service will be dismissed from the Skyline Chapter of the National Honor Society. A member of the National Honor Society is expected to maintain an active role in service and leadership to his/her school and community.

 

Section 2: If a member's cumulative grade point average falls below the standard in effect when he/she was selected (3.5/3.65), they will be dismissed from the chapter and will not be eligible for re-application.

 

Section 3. Violation of criminal law or school regulation can result in dismissal of the student. These violations include, but are not limited to, DWI, stealing, destruction of property, cheating, truancy, or possession, selling, or being under the influences of drugs or alcohol at school or school-related activities.

 

Section 4. Offenders of the school conduct code will receive written notification. A conference may be requested by either party (Faculty Council or student/parent). If the member is involved in another violation of the school conduct code, the member may be dismissed

 

Section 5. Any member whose personal conduct is questionable in accordance with the accepted norms of student behavior may be dismissed by the Faculty Council.

 

Section 6. In the case of pending dismissal:

q       The member will receive written notification of the reason for the possible dismissal from the adviser/Faculty Council. The member and adviser will discuss the written notification in conference.

q       A letter of dismissal will be sent to the principal, student and parents if the student is dismissed. Dismissed members must surrender any membership emblems to the adviser.

q       When a student is dismissed, he/she is no longer a member and may never
again be considered for membership in the National Honor Society.

 

Article XI
Emblem

 

Section 1: Each member of this chapter shall be entitled to wear the emblem adopted by National Honor Society.

 

Section 2. Any member who withdraws or is dismissed from the chapter shall return the emblem to the advisor.

 

Article XII
Amendments

 

Section 1. By-laws may be amended by the membership whenever necessary. A proposal must be made at a general membership meeting in a first reading. Voting will take place after the second reading. 2/3 of the members present at the meeting will be needed to amend the by-laws.

 

Section 2. By-laws and amendments must be in accordance with the Constitution of the National Honor Society.
